Brief History of Noida Customs Commissionerate:-

In pursuance of Ministry’s Notification No. 78/2014-Cus (N.T.) read with Notification No. 82/2014-Cus (N.T.) both dated 16 September 2014, a new Customs Commissionerate namely Noida Customs Commissionerate was created within the jurisdiction of Customs, Central Excise & Service Tax, Meerut Zone, Meerut. Noida Customs Commissionerate started functioning with effect from 15th October, 2014 situated at CONCOR Complex, Noida-Dadri Road, Tilpatta, Greater Noida, Distt. Gautam Budh Nagar (U.P.). The Principal Commissioner of Customs is the head of the Noida Customs Commissionerate. The Principal Commissioner of Customs, Noida had the jurisdiction over the districts of Ghaziabad, Gautam Budh Nagar and Bulandshahr in the state of U. P. as specified vide Trade Notice No. 03/CC/ADMN/CUS/2014 dated 1st October, 2014 and the territorial jurisdiction was as under:-

All work relating to Import in ICD – Dadri (including CONCOR CFS, CMA-CGM CFS, Star Tack CFS, All Cargo CFS, Albatross CFS port) and any other ICD/CFS not elsewhere specified in the jurisdiction of Commissionerate and works relating to administration & SIIB and other Misc. work of the Commissionerate. All work relating to Import in ICD Loni.
All work relating to Export in ICD-Dadri (including CONCOR CFS, CMA-CGM CFS, Star Tack CFS, All Cargo CFS, Albatross CFS Port) and any other ICD/CFS not elsewhere specified in the jurisdiction of Commissionerate. All work relating to Export in ICD Loni.

As per Ministry’s Notification No. 82/2017-Customs (N.T.) dated 24.08.2017, the jurisdiction of this Commissionerate has expanded and at present,

(1) All Inland Container Depots, Airports, EOUs, SEZs, and warehouses in the districts of Ghaziabad, Gautam Buddh Nagar, Bulandshahar, Bareilly, Badaun, Sambhal, Pilibhit, Meerut, Baghpat, Muzaffarnagar, Saharanpur, Shamli, Amroha, Moradabad, Bijnore, Rampur and Hapur in the State of Uttar Pradesh

(2) ICDs/ EOUs in the State of Uttarakhand

falls under the jurisdiction of Noida Customs Commissionerate.

Further, On the concept of ease of doing business, 10 Export Promotion Circles namely EP Circle Moradabad, EP Circle Meerut, EP Circle NOIDA-I, EP Circle NOIDA-II, EP Circle Ghaziabad-I, EP Circle Ghaziabad-II, EP Circle G.B. Nagar, EP Circle Bareilly, EP Circle Pantnagar & EP Circle Haridwar are created for Export related work under the jurisdiction of Noida Customs Commissionerate and in this regard a Trade Notice No. 01/2018 dated 18.01.2018 was issued by the Chief Commissioner, Customs & Central GST, Meerut Zone, Meerut.

Location And Jurisdiction:

ICD Dadri- ICD-Dadri have five ports namely CONCOR CFS, CMA-CGM CFS, Star Tack CFS, All Cargo CFS and Albatross CFS Port.

CONCOR CFS-

The Central Government vide its Notification No. 57/2003-Cus (NT) dated 25.07.03 issued under Section 7 (aa) of the Customs Act, 1962 appointed Dadri as Inland Container Depot. Thereafter, Inland Container Depot at Dadri, Greater Noida inside CONCOR complex has been specified as Customs Area for loading and unloading of export and import goods vide Public Notice No. 13/2003 dated 09.12.03 issued by the Commissioner, Customs & Central Excise, Noida and Containers Corporation of India Ltd, (CONCOR) has been appointed as Custodian of Import/ Export cargo vide Public Notice No. 14/2003 – Cus dated 09.12.03. This ICD, located at Dadri, Greater Noida (U.P) is approx. 45 Kms away from Delhi and since 15.10.2014, Noida Customs Commissionerate is Headquarter of ICD Dadri.. The ICD-Dadri was commissioned on 26.01.2004. Facilities available at present are:

Rail linkage through Dadri Station on Delhi- Howrah Route
Four full length rail lines.
Exim warehouse of 9000 sq mtrs.
About 70,000 sq. mtrs paved parking for trailers and Cargo trucks.
Import / Export facility of cargo in refer container is also available at this port.

It is to pertinent to mention here that the rail linkage to and to / from ICD, CFS is provided by CONCOR. Container Trains are received and dispatched from rail siding of CONCOR ICD at Dadri. There are four rail lines inside the CONCOR ICD for loading / unloading containers from Railway flat wagons. Adequate Stacking area is available all along the rail siding for stacking of Containers to all other four ports /CFS namely CMA-CGM CFS, Star Tack CFS, All Cargo CFS and Albatross CFS Port.

CFS M/s CMA CGM LOGISTICS PARK (Dadri) Pvt. Ltd.:-

The CFS in the name and Style of CMA CGM Logistics Park (Dadri) Pvt. Ltd, a joint venture company between CMA CGM Global (India) Pvt. Ltd. Container Corporation of India Ltd (CONCOR),has been set up on an area of 38500 sq m subleased by CONCOR within the ICD Complex of CONCOR at Greater Noida. M/s CMA CGM Logistics Park (Dadri) Pvt. Ltd has been appointed as Custodian of Import / Export Cargo vide Public Notice No. 06/2007 dated 20.02.07. Covered Warehouse with an area of 5000 sq m has been earmarked for Storage of Cargo. Open Container yard of 25000 sq m has been provided for Stacking of loaded and empty Containers and for the movement of Trailers and Trucks. CONCOR has provided approx 70000 sqm common parking area for Lorries outside the facility.

CFS M/s STAR TRACK TERMINALS:

The CFS Star Track Terminals Pvt. Ltd, a joint venture company between MAERSK Pvt. Ltd. & Container Corpn. of India Ltd (CONCOR) was set up on the land leased by CONCOR within the vicinity of CONCOR ICD at Dadri , Greater Noida. M/s Star Track has been appointed as Custodian of Import / Export Cargo vide Public Notice No. 02/2004 dated 14.01.2005. A covered Warehouse with an area of 7200 sq m has been earmarked for Storage of import, export, shut Cargo etc. An open container yard of 31500 sq m has been provided for stacking of loaded and empty containers. Adequate internal and external roads are provided for the movement of trailers and trucks. CONCOR has provided approx 70000 sqm., common parking area for lorries outside the facility.

CFS M/s Allcargo Logistics Park P. Ltd.:-

The CFS in the name and Style of Allcargo Logistics Park P. Ltd., a joint venture company between Container Corporation of India Ltd (CONCOR), has been set up on an area of 110 Hectares subleased by CONCOR within the ICD Complex of CONCOR at Dadri, Greater Noida. M/s Allcargo Logistics Park has been appointed as Custodian of Import / Export Cargo vide Public Notice No. 36/2011 dated 03.11.2011. A covered Warehouse with an area of 5160 sq m has been constructed for Storage of import, export, shut Cargo etc. Open Container yard of 21000 sq m has been provided for Stacking of loaded and empty Containers and for the movement of Trailers and Trucks.

CFS M/s ALBATROSS PVT. LTD:-

The CFS, in the name and Style of Albatross Pvt. Ltd , a joint venture Company between Admec Logistics Ltd, a Transworld group Co. Containor Corporation of India Ltd. (CONCOR) has been set up on an area of 45000 sq m (4.5 hectare) subleased by CONCOR within the vicinity of CONCOR ICD at Dadri, Greater Noida. M/s Albatross Pvt Ltd has been appointed as Custodion of Import / Export Cargo vide Public Notice No. 07/2006 dated 19.04.2006. A covered Warehouse with an area of 5200 sq m has been constructed for Storage of import, export, shut Cargo etc and facilities for holding hazardous Cargo has been developed in the facility. An open container yard of 31000 sq m has been provided for stacking of loaded and empty containers. Adequate internal and external roads are provided for the movement of trailers and trucks. CONCOR has provided approx 70000 sqm. common parking area for Lorries outside the facility.

Bank: –

For the facilitation of importer & exporter, The Punjab National bank, Dadri, has opened an Extension Counter inside the CONCOR Complex for collecting Customs and Central Excise Duties from the Importer and Exporter and for the purpose of payment of refund / drawback under authorization from Reserve Bank of India vide its letter Ref. no. DGBA, GAD No. 653/41.02.2001/2003-04 dated 18.12.2003, which is in the vicinity of this CFS.

ICD Khurja-

A Public Notice No. 05/2016-CUS dated 31.03.2016 was issued by the Principal Commissioner, Noida Customs Commissionerate vide which the computerized processing of Bills of Entry and Shipping Bills under EDI system has commence from 04.04.2016 at ICD Khurja developed by Arshiya Industrial Distribution Hub Ltd., Village Ibrahimpur, Junaidpur Urf Moujpur, Khurja, Bulandshahar, Uttar Pradesh which was notified as Inland Container Depot vide Notification No. 36/2015-Customs (NT) dated 07.04.2015 (against Serial No. 12 relating to the State of Uttar Pradesh, after item (xiii) and the entries relating thereto, in columns (3) and (4) issued by CBEC, Public Notice No. 16/2015 dated 13.05.2015 under Section 8(a) of the Customs Act, 1962 and Public Notice No. 17/2015 dated 13.05.2015 under Section 45(1) of the Customs Act, 1962 issued by this office.

ICD Loni-

Inland Container Depot located at Central Warehousing Corporation Complex, Village Banthala and Loni, District Ghaziabad as a place for loading of export goods and unloading of Imported goods was approved by the Commissioner of Customs & Central Excise Ghaziabad by issuing a Public Notice No.01-Cus/2007 dated 16/03/2007. The limits of Customs Area comprised of 26.297acres of land having Khasra No 2,3,10,12,13/2,17/2,22, 1551, 1552,1553, 1554,155,1566, 1570,1571, 1573,1583, 1584,1587, 1600,1601, 1602 .

Further, the Commissioner of Customs & Central Excise Ghaziabad by issuing a Public Notice No.02-Cus/2007 dated 22/03/2007 had appointed M/s Central Warehousing Corporation, Loni , District Ghaziabad to be custodian of Imported goods received at the Inland Container Depot of the M/s Central Warehousing Corporation located at Village Banthala and Loni, through various gateway ports until these are cleared for home consumption or are warehoused or transshipped, in accordance with the provisions of Chapter VIII of the Customs Act, 1962.

ICD Moradabad-

Consequent upon the issue of Notification No. 52/90 dt. 30.08.1990, the Commissioner Customs & Central Excise, Meerut, vide Public Notice No. 1/90 dt. 13.09.1990, appointed M/s Container Corporation of India (CONCOR) as the Custodian of Containers as well as Export Cargo at ICD Complex at Moradabad; with the result ICD Customs, Pakwara, Moradabad started functioning w.e.f. 15.09.1990.

The Inland Container Depot was shifted from Pakwara to Old Loco Shed, Moradabad on 23.02.1998. The area of the complex starts from the Railway’s flyover and almost touches the Moradabad Railway Station. It is situated ahead of the said Railway’s flyover between the railway line at one side and the Delhi – Moradabad Road on the other.

The Commissioner of Customs & Central Excise, Meerut has further extended the LCL facility at ICD Moradabad vide Public Notice No. 12/95- Customs dt. 01.11.95 issued under endt. No. VIII(30) Customs/ICD/162/95/ 122146 dt. 02.11.1995 .

The city of Moradabad is famous as “PEETAL NAGRI” as there are hundreds of manufacturer of Brass items. A large Number of Exporters are exporting, amongst other things, Handicrafts/ Artware of brass, Aluminum, Iron, Glass, Wooden etc., Mentha Oil, Tissue Paper, Flexible Intermediate Bulk Containers etc.

There are about 800 exporters at Moradabad. The Exporters of other stations viz. Rampur, Bareilly and Delhi, whose manufacturing units are situated in and around Moradabad, are also exporting their goods through ICD, Moradabad.

ICD Modi Nagar-

Inland Container Depot, Modinagar, developed by Kribhco Infrastructure Limited, A-10, Sector-1, Noida which was notified as Inland Container Depot (ICD) vide Notification No. 86/2014-Customs (NT) dated 18.09.2014 (against Serial No. 12 relating to the State of Uttar Pradesh, after item (xiii) and the entries relating thereto, in columns (3) and (4) issued by CBEC, Public Notice No. 01/2017 dated 05.01.2017 under Section 8(a) of the Customs Act, 1962 and Public Notice No. 02/2017 dated 16.01.2017 under Section 45 (1) of the Customs Act, 1962 issued by the Principal Commissioner, Noida Customs Commissionerate.

ICD Kashipur-

Inland Container Depot, Kashipur (INHI16) developed by KIFTPL, Kashipur at Sandkhera/Kashipur , District Udham Singh Nagar , Uttrakhand , which was notified as Inland Container Depot (ICD) vide Notification No.40/2016-Cus (N.T.) Dated 16.03.2016 for the period of two years (against Sl. No.15 relating to the State of Uttrakhand and the entries relating thereto, in columns (3) and (4) issued by Central Board of Excise & Customs and by Notification No.06/2016-Cus dated 26.07.2016 under Section 8(a) of the Customs Act, 1962 and Notification No.07/2016-Cus dated 26.07.2016 under Section 45(1) of the Customs Act, 1962 issued by the Commissioner of Customs & Central Excise, Hapur Commissionerate. Further renewed for the period of 5 years by public notice no 20 /2018 dated 29.08.2018 issued by the Commissioner Customs Noida.

ICD Pantnagar-

Inland Container Depot, Pantnagar (INHDD6) developed by SIDCUL CONCOR Infra Company Limited at Plot No.4-5, Sector-14, IIE, SIDCUL, Pantnagar, Rudrapur, District – Udham Singh Nagar, Uttrakhand – 263153, which was notified as Inland Container Depot (ICD) vide Notification No.148/2015-Cus (N.T.) Dated 29.12.2015 (against Sl. No.15 relating to the State of Uttrakhand and the entries relating thereto, in columns (3) and (4) issued by Central Board of Excise & Customs and by Notification No.04/2016-Cus dated 05.07.2016 under Section 8(a) of the Customs Act, 1962 and Notification No.05/2016-Cus dated 05.07.2016 under Section 45(1) of the Customs Act, 1962 issued by the Commissioner of Customs & Central Excise Commissionerate, Hapur.
